India, Families, and a Special Education School

The Persons with Disabilities Act of 1995, enacted in India, is a landmark special education law that provides schooling and services to all children. Teachers provide quality academic instruction and job readiness skills to a wide range of children and young adults, as well as parent support programs. Families in India face numerous challenges in caring for and educating their disabled children. However, integrated and special schools provide education for some students with disabilities.

Special schools are making a difference in the lives of some families in India who have children with disabilities. They offer important educational services and support to children and their parents. While these schools are not always accessible or affordable to all families, they can provide children with safe and focused learning environments in which they can succeed. They may also provide a new community for parents to make friends with other parents facing similar challenges.

When examining the context for educational services for children with disabilities, it is critical to remember the larger issue of schooling. In India, children aged 6 to 14 are required to attend public school. According to current estimates, there are approximately 200 million school-aged children. Nonetheless, it is estimated that up to 40 million of these children are not or are only partially educated (IDRM, 2005). This is the result of a lack of infrastructure and resources. The challenge of providing education for disabled children is then part of the larger challenge of providing education for all students. As a result, India is working to implement a special education system with the same constraints that impede universal education.

In India, integrated schools or special schools provide education for students with disabilities. Integrated or inclusive schools are public schools that accept students with disabilities, but offer limited support to these students. At the moment, the number of students with disabilities in integrated or inclusive schools is small. Furthermore, these schools typically serve only students with visual or hearing impairments.

Special schools are private schools that serve special needs students and are frequently located in urban areas. These early schools frequently served the blind and deaf, as well as orphans and outcasts. Currently, there are approximately 2500 special schools in India. The schools are registered under the Rehabilitation Council of India and are eligible to receive government funding according to World Bank, 2007.

Nonetheless, the small number of special schools does not even begin to serve the population of disabled students.
